Pour un Web des Lumières : remettre la culture numérique au service du projet d’émancipation des Lumières

Après la décennie des idéaux des années 1990 et 2000, où le numérique était perçu comme étant au service de la “société de la connaissance” et de l’émancipation, les années 2010 auront été celles des désillusions.

Accès universel au savoir, intelligence collective, société de la connaissance, capacité accrue à penser par soi : qu’elles sont loin, les promesses initiales ! Comme l’exprime Tim Berners-Lee, son fondateur : “le Web comme je l’ai envisagé, nous ne l’avons pas encore vu.”

Mais “l’avenir est toujours beaucoup plus grand que le passé” ajoute-t-il. Ce qui importe, désormais, c’est de trouver des solutions concrètes et d’agir.

La culture numérique est au cœur de trois enjeux majeurs : la capacité à penser par soi, notre pouvoir d’agir, et nos capacités de délibération collective. La décennie qui s’ouvre pourrait-elle être du renouveau, qui mettra — enfin ? — le numérique au service du projet d’émancipation des Lumières ?

C’est toute l’ambition de ce colloque international, organisé par l’UNESCO, l’Académie des Sciences Morales et Politiques et #Leplusimportant : apporter des propositions pour faire advenir une culture numérique plus favorable à l’émancipation individuelle et collective.

Ce colloque est construit autour de quatre tables rondes réunissant des experts et acteurs de terrain venus du monde entier, notamment chercheurs, responsables économiques et dirigeants publics, portant sur les thèmes suivants :

1. Reprendre le contrôle de notre attention pour favoriser la capacité à penser par soi : vers une économie de l’attention plus vertueuse ?

2. Renforcer le pouvoir d’agir des travailleurs à l’heure de l’IA au travail : quelle régulation du management algorithmique ?

3. Protéger la démocratie à l’ère du numérique : comment préserver l’espace public et la délibération collective sur Internet ?

4. Éduquer les enfants et les jeunes à l’usage constructif du numérique pour favoriser leur autonomie et le plein développement de leurs capacités

Reshaping our digital ecosystem: towards a new age of empowerment through Information as a public good

After the decade of ideals in the 1990s and 2000s, when digital technology was seen as serving the "knowledge society" and emancipation, the 2010s have been the years of disillusionment.

Universal access to knowledge, collective intelligence, knowledge society, increased capacity to think for oneself: how far away are the initial promises! As Tim Berners-Lee, its founder, says: "the Web I imagined, we haven't seen it yet.

But he adds: "the future is always much bigger than the past". What matters now is to find concrete solutions and to act.

The digital ecosystem is at the heart of three major issues to be debated at this event: the ability to think independently, the power to act, and the capacity for collective deliberation. At the core of these issues is whether the impact of digital technologies will bring progress, rather than decline, for each of these issues. Could the coming decade be one of renewal, with the digital ecosystem giving new life to the project of emancipation and empowerment, encompassed by the vision of information as a public good?

Herein lies the ambition of this symposium: to come up with ideas and concrete proposals to reshape our digital ecosystem toward a new age of Enlightenment, that is more favorable for both individual and collective empowerment.

This symposium will bring together international experts and actors from the field from various backgrounds, researchers, economic managers and leaders, including public and private policy and decision makers around four Round Tables on the following key themes:

1. Regaining control of our attention to promote the ability to think independently: Towards a more virtuous attention economy?

2. Empowering workers: Towards responsible use and management of AI in the workplace

3. Protecting democracy in the digital age: How to preserve the public space and collective deliberation on the Internet?

4. Shaping a digital ecosystem to promote the autonomy and full development of children and young person’s capacities.
