Artificial intelligence and “Big Data” are increasingly used to better understand the migration trends. These technologies could help better understand and predict when, where, and why some populations can migrate. They can provide insightful information to provide adequate support and help to people in critical humanitarian situations. Improved access to timely information is critical for good policy decisions. However, beyond these promises, many critical ethical issues can arise when using data-driven approaches for these goals, from infringing on individuals' privacy to mass surveillance.

How to prevent them? How to delineate what is acceptable in the context of migration? Is it possible to use approaches like “federated learning,” or "differential privacy" to mitigate some of these risks? In this meeting, Tuba Bircan will provide an overview of the current state-of-the-art, and present the Hummingbird European project she is leading. Albert Ali Salah will describe the Data for Refugees Challenge, which opened to researchers an aggregated and anonymized mobile phone dataset collected from one million users, and discuss ways of leveraging such data without harming individual privacy.

Finally, we will discuss what can be done in Belgium at the policy level to help researchers and NGOs do their work, and to enable ethical and sustainable use of mobile data.
